The system is designed to limit conflicts of interest and opportunities for collusion that could distort a check.
The value of a project file depends on the quality and independence of its evidence, as well as its consistency. Collecting more documents is not enough to strengthen a conclusion.
Every conclusion should be explainable through the available facts and revisited when doubt remains. A risk signal calls for verification, not an accusation.
